Emmanuel Charles

Emmanuel Charles is an associate in the Miami office of Quintairos, Prieto, Wood & Boyer, P.A. Mr. Charles is an experienced civil litigator whose practice centers on managing the full lifecycle of litigation, from initial investigation through trial preparation and resolution. His practice focuses on general and civil litigation, insurance defense, premises liability, products liability, commercial and business litigation, contract disputes, and personal injury defense.

Mr. Charles has extensive experience in motion practice, comprehensive legal research, and the execution of multifaceted discovery strategies. Throughout his career, he has established a record of collaborating with corporate stakeholders and partners to mitigate risk and achieve optimal outcomes through negotiated settlements and contested hearings.

In addition to his litigation practice, Mr. Charles possesses a strong foundation in judicial and commercial analysis. Prior to joining the firm, he served as a summer law clerk for the Eleventh Judicial Circuit of Florida's Complex Business Litigation division. In that role, he researched and drafted bench memoranda for high-stakes disputes involving real estate contracts, employment law, business plans, patents, and fraud. This background allows him to approach case strategy with a unique perspective on judicial decision-making and statutory interpretation.

In 2016, Mr. Charles earned his Juris Doctor from the University of Oklahoma College of Law, where he was highly active in advocacy and negotiation. He competed in the Nelson Mandela International Negotiation Competition and the Board of Advocates Negotiation Competition. He also served as Vice President of the Black Law Student Association and Vice Justice of Phi Alpha Delta. He holds a Bachelor of Science in Economics and Political Science from Florida State University.

Blair Page

Blair is an Associate in the firm’s Washington, D.C. office.

Before joining the firm, Blair served as a law clerk to the Honorable Carl E. Ross in the Civil Division at the District of Columbia Superior Court.

While in law school, Blair served as a Law Fellow at the NAACP, assisting the Association in voting rights, redistricting, and civil rights litigation.

Outside of the law, Blair is an avid sports fan and film enthusiast.

Ihsan Walker

Ihsan Walker is an attorney in Bricker Graydon Wyatt’s Litigation Group, where he brings a committed and thoughtful approach to each case. He leverages his experience from roles across judicial and community settings to navigate complex legal challenges and cases. A recent graduate of the University of Dayton School of Law, Ihsan has gained insights through hands-on experience, including externships in federal court and service-oriented work with community organizations. His ability to communicate clearly, manage cases efficiently, and maintain strong client relationships enables him to deliver positive outcomes for the firm’s clients.

During law school, Ihsan externed for the Honorable Judge Mina Nami Khorrami at the United States Bankruptcy Court for the Southern District of Ohio, where he conducted legal research on topics such as student loan dischargeability and the "doctrine of necessity." His time in the courtroom and working directly with judges has honed his ability to analyze and synthesize complex cases and effectively draft legal memoranda and motions. Prior to law school, Ihsan contributed to impactful community programs as a Recreation Program Specialist with the Cincinnati Recreation Commission, where he led programs like the Youth to Work program and collaborated with local organizations to foster youth engagement and development.

Reginald Smallwood, III

Reginald L. Smallwood, III partners with businesses to navigate complex transactions and the evolving legal landscape of data privacy, combining sophisticated deal execution with practical, business-minded counsel that aligns legal strategy with commercial objectives.

Reggie regularly serves as lead counsel on mergers and acquisitions, guiding clients through every phase of a transaction – from due diligence and deal structuring through negotiation and closing. For cross-border transactions, he coordinates and manages local counsel in Europe and Central America, ensuring seamless execution across multiple jurisdictions. He has developed particular depth advising companies in the technology, manufacturing, sports and health care sectors, giving him keen insight into the operational and regulatory challenges that shape decision-making in these industries.

Beyond transactions, Reggie is a trusted outside advisor on day-to-day corporate and commercial matters. He drafts and negotiates a broad range of agreements – including master services agreements, SaaS and technology contracts, licensing arrangements, vendor and procurement agreements and consulting agreements – with an eye toward protecting client interests while facilitating efficient deal flow.

Reggie also maintains an active data privacy practice. As a Certified Information Privacy Professional (CIPP/US) by the International Association of Privacy Professionals (IAPP), he helps clients identify and address data-related risks within transactions and commercial relationships before they become liabilities. He advises on privacy compliance programs, data mapping, privacy policies and notices, data processing agreements, cross-border data transfer considerations and incident preparedness and breach response.

Reggie is the co-chair of the Miles Minority Network, the firm’s affinity group supporting its minority professional community.

Before joining Miles & Stockbridge, Reggie served as a law clerk to The Honorable Robert N. McDonald of the Maryland Court of Appeals (now the Supreme Court of Maryland).

He earned his J.D. magna cum laude from the University of Baltimore School of Law, where he was a Fannie Angelos Program scholar and staff editor of the University of Baltimore Law Review. During law school, Reggie was a judicial intern for The Honorable George L. Russell III of the U.S. District Court for the District of Maryland. He is a magna cum laude graduate of Morgan State University.
