Legal advisor to the Board in proceedings arising under the ICC Termination Act of 1995, involving questions of statutory, administrative, and constitutional law.

The Office of Proceedings (OP) is the office within the Surface Transportation Board (STB) with primary responsibility of developing the public record in formal cases (or proceedings) filed with the STB, making recommendations regarding the resolution of issues presented in those cases, and preparing the decisions issued by the Board.

The STB is a small independent federal agency (created by the ICC Termination Act of 1995) with broad regulatory authority over railroads and more limited regulatory responsibilities over certain water carriers, non-energy pipelines, trucking companies, and intercity bus companies.
