David McNeal grew up all over the world in a military family, spending 10 out of the first 12 years of his life in the Philippines and Germany before moving to San Antonio, Texas. He graduated from John Marshall High School in 1998 and spent two years attending University of Texas at San Antonio and San Antonio College before being accepted into the U.S. Merchant Marine Academy in Kings Point, NY where he majored in Logistics and Intermodal Transportation. David also was a 1st Team All-American Running Back while attending Kings Point, setting four Academy rushing and scoring records and receiving Eastern College Athletic Conference (ECAC) Player of the Year honors.
Upon graduation, David was commissioned as an officer in the United States Navy Reserves and worked in vessel construction and as a mate (ship’s officer) for the NYC Department of Transportation aboard the Staten Island Ferry. He earned the rank of Lieutenant Junior Grade before receiving an interservice transfer and graduating from Marine Corps Officer’s Candidate School (OCS) class of 198 and being commissioned in the United States Marine Corps Reserves. He thereafter earned his law degree from Tulane University Law School in New Orleans, where he was a member of the Juvenile Law Clinic, received Trial Advocacy honors, and earned a Certificate of Specialization in Maritime Law.
