William Sulton is a trial lawyer in Milwaukee, Wisconsin. Attorney Clementine Uwabera is a partner in the Madison office of Stafford Rosenbaum. Her practice primarily focuses on litigation and municipal law, covering a wide range of areas including tort and civil rights defense, insurance defense, products liability, construction matters, commercial disputes, personal injury cases, and wrongful death claims. Clementine began her legal career as an attorney with the Office of the Public Defender for Florida’s Ninth Judicial Circuit, where she gained valuable courtroom experience. Known for her competitive nature, Naomie came to the practice of law with a deep passion for fighting—and winning—for clients. After initially beginning her career as a litigator, she developed a focus on construction litigation, then expanded her practice to also include estate planning and fiduciary litigation.
Naomie litigates a wide range of cases, from highly complex, multimillion-dollar disputes to matters involving small and mid-sized companies, often involving breach of contract claims, collection disputes, or construction defects. She is experienced in both the courtroom—winning her first trial as a second-year associate—and at various forms of alternative dispute resolution for high-value cases. In addition to her work in the construction industry, Naomie also discovered an interest in the private wealth arena as a young attorney: a first-generation Congolese immigrant who speaks five languages, she saw how many families in minority and lower income communities lacked estate planning resources, and she realized how crucial this practice area was. Naomie went on to gain experience creating sophisticated, customized estate plans, and she regularly drafts wills, trusts, and powers of attorney for clients from a variety of diverse backgrounds and income levels.
Naomie also serves as the co-coordinator of the firm’s guardianship clinic, a role which brought her into a variety of fiduciary litigation matters. She now combines her passions for litigation and private wealth work by representing clients in guardianship cases, contested probate and trust administration, and asset disputes. Naomie finds that her fiduciary litigation experience helps her offer clients more effective estate plans: because she knows what can go wrong and where disputes often occur, she is well-placed to help clients avoid future conflicts.

Scott F. Brown is a dedicated legal professional with 20 years of experience in public sector law, social justice, and private practice. Currently serving as Milwaukee County’s Corporation Counsel, he is the chief legal officer for the largest county in the state, leading a team of 25 professionals protecting and advancing the Milwaukee County’s legal interests. His leadership is marked by strategic problem-solving, fostering collaboration, and advancing Milwaukee County’s vision: “By Achieving Racial Equity, Milwaukee Will Be the Healthiest County in Wisconsin.”
Scott’s career at Milwaukee County began in 2018 as an Assistant Corporation Counsel, and he has since risen through the ranks, serving as Deputy Corporation Counsel before stepping into his current role. Throughout his tenure, he has played a pivotal role in high-profile initiatives, including serving as the County’s point person for legal work relating to the 2020 DNC as well as 2024 RNC. He also provides expert legal guidance and representation on a diverse array of legal issues and addressing complex challenges with integrity and professionalism.
A committed public servant, Scott’s achievements include successfully defending the Milwaukee Election Commission against legal challenges following the 2020 Presidential Election and guiding the City of Milwaukee’s Health Department through the COVID-19 crisis during his tenure as Deputy City Attorney for the City of Milwaukee. His deep understanding of Milwaukee’s unique legal landscape and commitment to social justice have made him a trusted advisor to senior leaders, elected officials, and community stakeholders.
In 2023, the Milwaukee County Board of Supervisors unanimously commended Scott for his service by issuing a citation. Additionally, in 2024, he was recognized as one of the 40 most influential Black leaders in the state of Wisconsin.
Scott is passionate about leadership and mentorship. He has fostered a culture of accountability, ownership, and professional growth within the Office of Corporation Counsel, drawing on his experience mentoring young attorneys throughout his career. His ability to build cohesive and high-performing teams has been integral to the office’s success.
Beyond his professional accomplishments, Scott is a devoted husband and father of three who takes great joy in being actively involved in his children’s lives. He also enjoys spending time outdoors and volunteering in his community.
Scott earned his Juris Doctor from Rutgers University School of Law, where he was recognized for academic excellence and public service and holds a Bachelor of Arts in Political Science from Wake Forest University.
In addition to his professional achievements, Scott is actively engaged in his community and serves in several leadership roles, including on Governor Evers’ Judicial Selection Advisory Committee and the Executive Committee of the Government Lawyer’s Division at the State Bar of Wisconsin. Angelica Hutchins is a member of the Data Privacy, Cybersecurity & Technology practice. Angelica’s practice focuses on advising clients on a wide array of matters related to cybersecurity, data privacy, and technology transactions. She counsels clients on compliance with state, federal and international privacy laws, including the European Union’s General Data Protection Regulation (GDPR) and the California Consumer Privacy Act (CCPA). Angelica also assists clients with establishing data privacy and information security programs as well as contractual arrangements with technology vendors.
