A 21-year-old black Jacksonville, Florida man was threatened with arrest by a deputy for jaywalking and not carrying an ID. Devonte Shipman posted video to Facebook of his encounter with Jacksonville Sheriff's officer J.S. Bolen last week. Bolen ticketed Shipman for jaywalking and failure to carry a driver license.
