
Charise R. Frazier is a shareholder in the Indianapolis office of Hall, Render, Killian, Heath & Lyman, P.C. She concentrates her practice in the area of general health law, working with a variety of health care entities on a wide range of matters, including clinical services, patient care, behavioral and mental health, data management, electronic health records, mergers and acquisitions, and compliance counsel.
As compliance counsel, Charise’s services include fraud and abuse analysis under Stark Law and the Anti-Kickback Statute, conducting compliance assessments and mock audits, developing policies and procedures, providing training and education, conducting internal investigations, and responding to government investigations. She also has over 18 years of experience advising clients on state and federal privacy and security laws, including multi-state breach incidents, and has successfully navigated numerous breach investigative requests from the Health and Human Services Office for Civil Rights and state Attorneys General.
Charise is a frequent speaker on health law issues at both the local and national level and serves as the Chair of the firm’s Diversity and Inclusion Committee.
Her areas of service include behavioral health, clinical services and patient care issues, compliance counsel, data and records management, electronic health records, fraud and abuse counsel, government investigations and the False Claims Act, HIPAA, privacy and security, hospital and health system counsel, hospital and physician transactions, mergers and acquisitions, patient safety, physician contracting and alignment, medical group strategy, professional licensure, and security breach and compliance.
Charise earned her B.S. from Valparaiso University in 1997 and her M.H.A. from Indiana University in 2001. She also received her J.D. from Indiana University Robert H. McKinney School of Law in 2001.
She is admitted to practice in Indiana and before the U.S. District Court for the Northern and Southern Districts of Indiana.
Charise is a member of several professional organizations, including the Indianapolis Bar Association, Marion County Bar Association, Indiana State Bar Association, American College of Healthcare Executives, American Health Law Association, and the National Bar Association, where she serves as Chair of the Health Law Section. She is also involved with Executive Women in Healthcare, the Health Care Compliance Association, and serves as a Board Member of the Indiana Math and Science Academy. Additionally, she is a member of Delta Sigma Theta Sorority, Inc.
Her honors include being named to Lawyers of Color’s Nation’s Best List in 2019 (Inaugural List) and Savoy Magazine’s “Most Influential Black Lawyers” in 2018.
