Charity is a member of Butler Snow’s Public Finance, Tax Incentives and Credit Markets Group and has the distinction of being one of six women across the nation named to the 2024 Class of the Caren S. Franzini Fellowship, a merit-based program by the Council for Development Finance Agencies Foundation recognizing outstanding women in development finance for their leadership and dedication to the advancement of the industry. Charity has also been featured in a Spotlight by the National Association of Bond Lawyers, highlighting her career and accomplishments in public finance.
Charity is a Development Finance Certified Professional (DFCP) through the Council for Development Finance Agencies. As a DFCP, Charity focuses her practice on public finance, economic development incentives, and government relations and has served in multiple roles on public, private, and public-private finance transactions, and economic development matters, including Special Tax Counsel, Bond Counsel, Underwriter's Counsel, Issuer's Counsel, Disclosure Counsel, Trustee's Counsel, and Developer's Counsel. Charity has represented both governmental and private organizations in a variety of financing structures, including installment financings (direct bank placements and public market offerings), general obligation bonds, revenue bonds, grant and loan anticipation notes, special assessment revenue bonds, tax increment financing bonds, USDA financings, and refunding of prior financings. She has also served as counsel on new markets tax credit (NMTC) transactions for transformative mixed-use developments and community facilities, among others, representing a variety of entities, including community development entities (CDE) and leverage lenders.
Charity graduated with honors from the prestigious Charles H. Dyson School at Cornell University where she earned a Bachelor of Science degree in Applied Economics and Management with concentrations in Finance and Accounting, and from the University of Mississippi School of Law where she earned a Juris Doctorate degree. Charity is a member of various civic and legal organizations, including the National Association of Bond Lawyers (NABL), Women in Public Finance (WPF), and the Government Finance Officers Association (GFOA). As part of her continued dedication to the industry, Charity has presented at various conferences and seminars on matters relating to development finance, and jointly or individually authored various articles, including a financing toolkit for medium-density housing developments titled: “Financing Tools and Incentives for Developers in Missing Middle Housing."
