Job Description
We are seeking a Division Counsel in Abbott’s global Legal
Regulatory & Compliance department, which will support all of Abbott’s
global business on healthcare compliance legal issues. This is a
senior-level manager within Abbott’s global legal organization and reports to
the Divisional Vice President & Associate General Counsel, Legal Regulatory
& Compliance.

Core Job Responsibilities:
- Responsible
for overseeing and providing advice and counseling on global healthcare
compliance legal issues, serving as a “hub” of subject-matter expertise
within Abbott’s matrixed Legal organization on a variety of laws and
regulations, including:
- U.S.
federal and state fraud and abuse laws (including the Anti-Kickback
Statute, the False Claims Act, the Beneficiary Inducement Law, physician
self-referral laws), regulations, guidance documents (including OIG
Advisory Opinions), and legal issues relating to industry/trade group
codes;
- Global
anti-corruption and anti-bribery laws (e.g., Foreign
Corrupt Practices Act, UK Bribery Act);
- Laws
and regulations relating to operations, billing and reimbursement for the
provision of healthcare services and products, including U.S federal
healthcare programs (e.g., Social
Security Act, Medicare and Medicaid regulations, CMS coverage decisions,
Clinical Laboratory Improvement Amendments);
- U.S.
trade sanctions laws and regulations; and
- Federal
Acquisition Regulations applicable to federal government contractors.
- Serves
as the primary legal support for the Office of Ethics and Compliance,
supporting business-focused compliance activities, program development,
monitoring, investigations, and risk assessments.
- Ensures
appropriately consistent approaches to healthcare compliance/anti-corruption
issues across Abbott’s businesses and geographies;
- Engages
externally to support advocacy efforts relating to business priorities;
- Manages
a small team of lawyers and support professionals with responsibility for
Fraud and Abuse, Anti-Corruption, Government Contracting, and Trade
Compliance.
- Helps
manage departmental budget in conjunction with the Divisional Vice
President and other attorneys.
Qualifications/Training/Experience Required
- A
Juris Doctor degree from an accredited law school; strong academic
background; admitted to a US state bar in good standing; appropriate
licensure to practice law.
- Generally,
10+ years of experience and demonstrated expertise in providing legal
counsel on healthcare compliance issues in the life sciences or medical
technology industries with a large corporation or law firm; experience in
a relevant government agency (e.g., HHS, DOJ)
is also beneficial.
- Ability
to influence others; to perform successfully in cross-functional teams;
and to lead, mentor, and develop others
- Ability
to handle multiple projects in fast-paced environment and to exercise
sound commercial and legal judgment
- Successful
candidates are team players and servant leaders who not only possess
top-notch legal skills, but also display excellent interpersonal,
strategic thinking, communication, and organizational skills
