Blue Cross Blue Shield Association

Responsible for providing professional legal services to internal and external clients. Primary responsibilities involve contract drafting, contract review, and policy interpretation for internal clients such as Business Development, Strategic Services, Procurement, IT, and Blue 365 in support of BCBSA and Plan business objectives.

Responsibilities include but are not limited to:

  • Provide legal counsel and support to BCBSA’s Business Development, Strategic Services, Procurement, IT, Blue Distinction, and Blue365 staff by: (1) negotiating and drafting contracts, non-disclosure agreements, GPO offerings, Blue365 initiatives, and internal procurement documents; (2) providing counsel on contract disputes; (3) providing legal counsel on privacy, cyber-security concerns, anti-kickback requirements, and other legal issues as they arise; and (4) overseeing outside counsel on contract strategy, drafting, and negotiations.

  • Provide additional legal counsel, as needed, to BCBSA divisions, including HR, Strategic Services, Finance and Audit, IT, and Licensure and Financial Services.  These services will include conference material review, consultation on strategic initiatives, BCBSA website development (consumer messaging, legal content) and communications compliance advice, interpretation of governing BCBSA documents, and drafting of policies/procedures and program materials.  

    Required Basic Qualifications:

    • Law degree and admission to a state bar.
    • Minimum of five years legal practice experience in negotiating and drafting contracts.

     

    Preferred Basic Qualifications:

    • Proven ability in legal research, analysis and drafting.
    • An awareness of the legal environment in which Blue Cross and Blue Shield Plans and the Association operates and IT industry knowledge to act as an advisor and resolve substantive IT contract related issues.
    • Strong organizational and quantitative skills as well as demonstrated ability in project and time management.
    • Desire to drive efficiencies through playbook creation, templates and use of contract management tools.
    • Ability to maintain a strong presence in client meetings and while representing the Association’s interests through professional communication skills, both verbal and written.
    • Ability to work with management with the Association and Plans through a responsive client-oriented approach.
    • Knowledge of HIPAA/privacy law.
