The Utility Reform Network (TURN) is a California nonprofit organization that promotes racial and economic equity advancement through regulatory and legislative work to achieve affordable, clean and safe energy that meet the needs of today and beyond.  At several levels of government, either directly or through coalitions, TURN advocates for sustainable energy and climate policies at affordable rates, especially for low-income households, communities of color, immigrants and rural communities.  A respected consumer voice for over 40 years in the California State Legislature and the California Public Utility Commission, and other forums, TURN is successful through its combined talent of attorneys, policy analysts, economists, and community organizing professionals. 

 

Position:

TURN seeks an attorney committed to racial and economic justice to join TURN’s Energy and Climate Team of high-impact regulatory policy advocates.  A strong applicant communicates effectively (written and verbal) with all levels throughout the organization and the public, is committed to economic and racial justice, is a proactive and creative problem solver, and collaborates with the team to submit timely regulatory agency filings or complete other work.  This is a full-time exempt position that may require occasional after-business hours work to meet legislative or regulatory deadlines

Work Hours:

 

  • Exempt, Full-Time, 40 hours. Monday – Friday.
  • Occasional evening and weekend hours as needed to meet filing deadlines.

Key Job Duties:

 

  • Represent residential and small business customers in multiple CPUC proceedings by drafting and filing legal pleadings with a focus on energy and climate change in a manner that promotes racial and economic equity, conducting legal and policy research, utilizing discovery, directing the work of expert consultants and witnesses, conducting cross-examination, lobbying decision-makers, working with other consumer and community groups, and taking other forms of legal action.
    • Common topics that support our mission are:
      • Electric and natural gas utility services
      • Sustainable energy at reasonable and affordable rates
      • Ensure affordable access to essential utility services for low-income households, communities of color, immigrants, and rural communities
  • Participate in regular team meetings to discuss key policy developments, forge alignment between legal, organizing, communications, and overall political strategies, and review/adjust caseload assignments.
  • Write summaries and reports for TURN website, online alerts, newsletters, and fundraising and program related materials, and analyze legislative proposals.

Working with other TURN staff members to develop positions on emerging issues in energy policy and ratemaking, and the advocacy of those positions before the California Public Utilities Commission, the state legislature, and in other forums.

Requirements:

 

  • Education: Graduate of an accredited school of law.
  • Experience: Three years of legal regulatory before the CPUC or a similar regulatory agency, preferably on energy issues.
  • Licensure: Licensed to practice law in California, or willingness to sit for the California Bar Exam within one year.
