Clarence Hawkes is a member of the Energy practice based in Washington, D.C. Clarence’s practice primarily focuses on complex energy regulatory and transactional matters. Clarence has extensive experience representing clients in administrative litigation and settlement negotiations before the Federal Energy Regulatory Commission (FERC), and in other federal and state proceedings concerning energy rulemakings and enforcement actions.
Clarence also has experience assisting clients with the negotiation and preparation of various contracts and other transactional documents, including power purchase agreements and other financing and procurement contracts. Additionally, he has advised clients on electric reliability regulations promulgated by the North American Electric Reliability Corporation (NERC), the Western Energy Coordinating Council, and other standard-setting organizations.
Clarence’s diverse practice includes counseling clients on electric transmission and generation rate issues and proceedings; regulation of regional wholesale power markets; infrastructure permitting; hydroelectric licensing and compliance; audits; investigations and enforcement actions; and energy asset acquisitions, due diligence and divestitures.
